Allen proposes five-contractor litter cleanup for parks, streets and US 75

Allen could put five contractors to work collecting litter from parks, roadsides and the US 75 corridor under a plan headed to the City Council on Tuesday, Oct. 13.

The proposed one-year agreements total $193,639. They would retain the city’s existing litter contractor and bring in four additional providers, a change staff says is intended to expand capacity and improve coverage.

The work would reach city parks and greenbelts, undeveloped city properties, medians and easements, municipal buildings, and Parks and Recreation special events. The proposal concerns cleanup of public spaces; the staff report does not announce a change to household trash collection.

How the work would be divided

The city’s current litter contract dates to 2021. For this round, staff divided the work into 13 bidding categories and recommends awarding each category to its lowest bidder.

The recommended annual amounts are:

  • Greenlist Services: $96,595
  • Lawn Star Landscape: $48,114
  • R&J Lawns: $29,770
  • Texas Elite Facility Services: $15,860
  • Platinum Outdoor Services: $3,300

The agreements would allow up to four additional one-year renewals. Funding would come from the Solid Waste Enterprise Fund ($181,069) and the Parks and Recreation General Fund ($12,570), according to the council packet.

Staff recommends approval, but the contracts have not been awarded by the council. The item is on Tuesday’s consent agenda, which groups routine business for a single vote unless an item is pulled for discussion.

The meeting begins at 7 p.m. Central at Allen City Hall, 305 Century Parkway. Residents can review item 5.6 in the meeting agenda and pages 23–24 of the official agenda packet.
