The City of Allen has registered plans with the state for a project called Live Oak Park on South Anna Drive downtown, describing two new buildings for offices and restaurants and a stage.
The record, which state licensing officials logged Sept. 25 for accessibility review, lists new construction at 105 S. Anna Drive: one two-level building, one single-level building and one stage structure, totaling about 27,183 square feet. It estimates the cost at $8 million, with construction from Jan. 1, 2027, to April 1, 2028.
The city is listed as owner, and the filing says the project involves public funds or public land. The contact named for the owner is Daniel Bowman. No design firm or tenant is assigned yet, and the status reads "Project Registered."
The downtown project
The filing does not use the name of the city's Downtown Catalyst Project, but the buildings it describes match pieces of that plan. In March, the City Council approved agreements for the $17 million project with the Allen Economic Development Corporation, the Allen Community Development Corporation and developer Rough Creek Capital, according to the city.
Under that structure, the city would contribute up to $8.5 million from the two corporations and the downtown tax increment financing zone, and the developer would fund the rest.
The city has described the first phase as about 18,000 square feet of restaurant and retail space around a public pocket park with a performance stage, on a block near McDermott Drive and Allen Drive.
