AT&T's new Plano headquarters: 11 state filings, a Dec. 1 start and a finish date of March 2029

Construction on AT&T's new headquarters campus in Plano's Legacy area is set to begin Dec. 1, according to 11 project registrations filed Wednesday with the Texas Department of Licensing and Regulation.

The filings, all under the name Project Eagle, list the owner as KDC Legacy Eagle HQ Development One, LLC, an entity affiliated with Dallas developer KDC. Each gives the same schedule: a Dec. 1 start and completion by March 31, 2029. None names a tenant. The Dallas Morning News reported that AT&T and KDC declined to answer questions about the filings.

What the filings cover

Seven filings describe office buildings, numbered 1 through 4 and 6 through 8. The largest, Building 4, carries an estimated cost of $201 million. Building 6 alone is listed at about 299,000 square feet of offices. The Morning News reported it could find no filing for a Building 5.

The rest cover three parking garages, the largest a concrete structure of nearly 1.2 million square feet estimated at $120.1 million, and a 32,000-square-foot central utility plant to serve the campus at $75.8 million.

Added together, the estimated costs on the 11 registrations come to roughly $1.05 billion.

The deal with Plano

AT&T said in January that it would move its headquarters from downtown Dallas to a 54-acre campus at 5400 Legacy Drive, on the site of the former Electronic Data Systems headquarters. Much of that campus has been torn down.

Plano approved a $20 million incentive package for the move, the largest the city has given a private employer, according to the Morning News. The agreement requires AT&T to spend at least $1.35 billion on construction, build at least 2 million square feet of office, amenity and retail space, eventually employ 10,000 full-time workers there and stay for 25 years.

In return, the company would also get a 65% rebate of property taxes on site improvements for 25 years starting in 2030.

AT&T CEO John Stankey has said the company could partially occupy the campus by the second half of 2028.
